Thank you for this stack in support of the importance of merit based FSOs working to advance democratic values and systems abroad. In your decades abroad, and in particular in Belarus, I’d be surprised if some of those FSOs you met with weren’t from USAID. My former agency, now gutted even more than State has been - so far - had robust activities supporting civil society organizations and advancing core democratic systems and values from our mission in Minsk, where we worked cheek to jowl with our State colleagues. I’d link one of the many country development strategies USAID had for Belarus until we were forced by the Belarusian government to close shop in 2021, if Rubio and Musk hadn’t scrubbed all historical information about USAID from its previous home at USAID.gov.

We must demand that this diminishment of US diplomatic power be restored, along with the critical development assistance that USAID provided in order to help advance foreign policy goals.

There is little time to preserve what little remains of USAID, but the State diplomatic corps can and must be saved.
